During the March 2014 Elections/Referendums, students voted in favour of accessing the Strategic Expansion Fund for the purpose of contributing $1,000,000 to the construction of a turf field at Brock University. In most referendums, BUSU/BUSAC create a “Memorandum of Understanding” (agreement on the terms of how a passed referendum will operate or access funds). In the Memorandum of Understanding (MOU) for the turf field project, the $1,000,000 contribution had a stipulation stating “If Brock University does not break ground on the project before July 14th 2014, the contribution will become unavailable and will necessitate a supplementary referendum to be taken from the Strategic Expansion Fund.”
With this said, the University was unable to find a donor to aid in the completion of this project by the July 14th 2014 deadline and thus has not been able to “break ground,” putting the turf field project on hold for now.
As for the $1,000,000 contribution, the funds have not and will not be transferred to Brock University for the project. The funds will remain in the BUSU Strategic Expansion Fund and will not be able to accessed without a new successful referendum of the student body. It is important to note that these funds are not relied upon in the BUSU operation budget as they are “restricted” funds that are collected and only accessible through referendum for projects.
